The scope of work included providing a new Class A headquarters complex for the Human Resource Center of Excellence consisting of administrative facilities to house directorates of the U. S. Army Human Resources Command, U.S. Army Accessions Command, and U.S. Army Cadet Command with a gross area of 890,734 SF and a net useable area of 713,678 SF in a six building arrangement. The campus is organized into two three-story, V-shaped structures called “chevrons”, each containing one of the two commands.
All site elements and building design were reviewed for Anti-Terrorism/Force Protection compliance and conform to the DoD Anti-terrorism Standards for Buildings. The proposed layout of the site and building addresses all concerns and requirements of the ADA.

- An independent mail room which required biological containment and control measures
- Central plant consisting of cooling towers, heat exchangers, boilers and pumps which supplied condenser water to ground source geothermal heat pumps
- Parking, sitework, landscaping, utilities and other infrastructure
- ATFP compliance
