Human Resource Center of Excellence

The scope of work included providing a new Class A headquarters complex for the Human Resource Center of Excellence consisting of administrative facilities to house directorates of the U. S. Army Human Resources Command, U.S. Army Accessions Command, and U.S. Army Cadet Command with a gross area of 890,734 SF and a net useable area of 713,678 SF in a six-building arrangement.  The campus is organized into two three-story, V-shaped structures called “chevrons”, each containing one of the two commands.

All site elements and building design were reviewed for Anti-Terrorism/Force Protection compliance and conform to the DoD Anti-terrorism Standards for Buildings. The proposed layout of the site and building addresses all concerns and requirements of the ADA.

  • Class "A" office space.
  • An independent mail room which required biological containment and control measures.
  • Parking, sitework, landscaping, utilities, and other infrastructure.
  • ATFP compliance.

Sustainability:

  • Central plant consisting of cooling towers, heat exchangers, boilers and pumps which supplied condenser water to ground source geothermal heat pumps.
  • Main Building HVAC consisted of high efficiency water source heat pumps with low pressure VAV boxes.  WSHPs are design and installed to be converted to a geothermal system later.
  • Building Automation System with direct digital controls (DDC) for HVAC and lighting.
  • Plumbing utilizing low flow plumbing fixtures.

Project Highlights:

  • HVAC and power systems for Mission Critical Center Tier III utilizing four-pipe chilled water vertical CRAC units in 100% redundant arrangement and emergency generator with UPS back-up system.
